Difficulties in the design
The design of a special permit for transportation may have some difficulties. For example, the route is unknown (respectively, the company will not know the exact mileage), or the date of receipt of cargo. Negotiations can be delayed and ultimately not lead to the conclusion of a full -fledged contract.
